PROBLEM TO BE SOLVED: To provide an intermediate transfer body capable of obtaining high image quality with less electrical field dependency and with less change in resistance due to an environment by preventing the reduction of the resistance due to a transfer voltage and improving the uniformity of the electrical resistance, and also, to provide an image forming apparatus capable of stably obtaining a transferred image of high quality. SOLUTION: As for the intermediate transfer body used for the image forming device with a 1st transfer means for primarily transferring a toner image formed on an image carrier on to the intermediate transfer body and a 2nd transfer means for secondarily transferring the toner image transferred on to the intermediate transfer body on to a transferred body, the intermediate transfer body includes an electronic conductive filler of <=pH 5.0 for developing the conductivity by electronic conduction, and the image forming device is provided with the intermediate transfer body.
