PROBLEM TO BE SOLVED: To provide a remote monitor system and a server, by which the usage state of an exclusive line for transmitting an image is grasped through a client terminal by a user. SOLUTION: The server 100b of a monitor place B for controlling the distribution of a video signal to a monitor terminal 110 or a monitor terminal 120 records information which indicates the state of the line in addition to the users of the video exclusive line in a line assignment storage means 100b-1 on demand, reads line information from the means 100b-1 when the user of the video exclusive line is changed or when the information is requested and transmits information which indicates the state of the exclusive line to the user of the line or a person who requests the information.
