PROBLEM TO BE SOLVED: To solve a problem that it takes time for the judgment of information added to the picture of copyright information and information showing paper money and printing speed drops when judgment is conducted at the time of printing. SOLUTION: A judgment means judging information added to the picture, a generation means conducting a speed change processing on the picture and generating information corresponding to the picture and a storage means which correspondingly stores information judged by the judgement means and information corresponding to the picture are installed for solving the problem.
