PROBLEM TO BE SOLVED: To provide a tile pack sheet securing adhesion to a tile treated by hydrophilic processing and allowing the tile to sufficiently exhibit its performance such that an adhesive sticking the tile can be easily removed by water in peeling of a lamination body of an adhesive layer and a base material, air pollutant is purified, it is hard to foul, and sticking dirt can be easily washed away by rain and to provide a manufacturing method of a precast concrete panel with tiles using it. SOLUTION: On one face of the base material, a tile, in which a face to be abutted to the adhesive layer made of a water soluble adhesive or a water- dispersed adhesive is processed into a hydrophilic face, is layered via the adhesive layer, and concrete is placed on this tile pack sheet by means of a precast construction method.
