PROBLEM TO BE SOLVED: To perform charging processing and distributing processing on a contents information providing person without requiring an up link being a line to a distributing company from a user side. SOLUTION: This invention is based on a charging system to be used for a contents information distribution system for distributing contents information by, for example, digital broadcasting. In the system, a storage medium issuing and updating means 111 stores a prepaid amount in a storage medium 109, a prepaid amount totalling means 30a totals the stored prepaid amount in a prescribed period, and a source information totaling means 400 totals contents source information for specifying the sources of the contents information in the prescribed period. Then, a distributing rate calculation means 50 calculates a distribution rate for distributing sales amount corresponding to the totaled prepaid amount based on the totaled source information.
