PROBLEM TO BE SOLVED: To accurately detect rotational speed by using a small number of memories based on pulse signals with cycles corresponding to the rotational speed of a body of rotation. SOLUTION: When a pulse signal is generated just after the generation of a gate signal, which is generated each time a gate time has passed, the count of pulse signals taken by a counter until then is read as the number of pulse signals generated during a gate time while the count of elapsed time until then measured by a timer is read as the total sum of cycles of the pulse signals generated during the gate time. The rotational speed is computed based on the number of pulse signals generated and on the total sum of the cycles. After the rotational speed is computed, the counter and the timer are reset, the number of pulses generated during the next gate time and their cycles are measured.
