PROBLEM TO BE SOLVED: To speedily judge an original including a specified picture for preventing the forgery of paper money or the like. SOLUTION: The picture which is read is stored in a storage device 108 and it is read at every divided band. A pixel in the picture in a band unit, which is read, is thinned by a resolution conversion circuit 110 and it is inputted to a judgment circuit 111 after resolution is reduced. The judgment circuit 111 judges whether the specified picture is included in the input picture or not by the detection of an electronic watermark and the collation of the picture. When it cannot be judged here, judgment is conducted again by using the picture whose resolution is not converted.
