PROBLEM TO BE SOLVED: To provide broadcasting contents preparation device capable of easily and effectively utilizing external characters prepared by using a character code different from the character code for broadcasting. SOLUTION: This broadcasting contents preparation device 1 prepares broadcasting contents 28 containing a BML document by a broadcasting character code and a DRCS file 29 corresponding to the BML document. The broadcasting character code is allocated to the external characters based on an external character information file 22 for describing the information on the external characters in a contents document 21 including the BML document by a contents character code in an external character code correspondence chart preparation part 13 and the character code in the BML document is converted by using the allocation in a character code conversion part 14. In a DRCS file generation part 15, the DRCS file 29 provided with the bit map data of the external character in the BML document is generated based on a master DRCS file 26 housing the bit map data for all the usable external characters and an external character code correspondence chart.
