PROBLEM TO BE SOLVED: To provide an arbitration circuit for preventing data transfer capacity at the time of contention from being lowered by preventing the abandonment of messages and equally giving access permissions to access right requests from a plurality of circuits to one resource. SOLUTION: This circuit is provided with a round robin control part for activating an access permission signal to the output origin of an access right request signal when a plurality access right request signals do not contend and activating the access permission signal to the output origin one of the access right request signals with a high priority right indicated by a priority order control signal when the plurality of access right request signals contend, and a priority order control part for activating the priority order control signal to the output origin following, in a circulation, the output origin of the access right request signal to which the access permission signal is outputted.
