PROBLEM TO BE SOLVED: To suppress the generation of a conspicuous dot pattern in a highlight part. SOLUTION: In the case of performing digital halftone screening that uses a hexagon cell 1 obtained by cutting off a pair of facing corners of a square cell on a square lattice and defining the as oblique sides as a halftone cell, one area 2 that does not come in contact with dots in an adjacent hexagon cell 1 is set in the hexagon cell 1, and the threshold for binarization of each dot position in the hexagon cell 1 is set so that one dot plotting start position 3 in the individual area 2 can be random in each hexagon cell 1.
