SOLUTION: An input means inputting picture to which prescribed information is added, a thinning means for conducting the thinning processing of a pixel based on prescribed regularity with respect to the inputted picture, a detection means detecting feature quantity based on the thinning pixel by the thinning means and an extraction means extracting prescribed information based on detected feature quantity are installed.
