PROBLEM TO BE SOLVED: To reduce deterioration in the communication service on the occurrence of a fault in a card by eliminating concentration of a load onto a same information transmission service class in a specific card and to effectively utilize the resource of the card by eliminating a state of the card with an information transmission service class, having low utility traffic that is not almost in use. SOLUTION: The wireless base station unit 100 is provided with a plurality of cards #1-#j, that can removably be mounted on the wireless base station unit and a plurality of units that are individually mounted on the cards #1-#j to conduct base band signal processing. A control section 101 shares signal processing functions of the information transmission service classes which are assigned to the units to the cards depending on a traffic ratio by the information transmission service class.
