PROBLEM TO BE SOLVED: To optionally control an operation state of a mobile communication terminal existing in a specific area, independently of the system subscribed by the mobile communication terminal. SOLUTION: A specified communication controller CSa installed in a concert hall or a hospital forms a specified wireless area Ea utilizing a BT wireless communication system into a restriction object area of the concert hall or the hospital. Then the specified communication controller CSa uses an entry detection means for detecting the entry of a mobile communication terminal MS2 to the specified wireless area Ea, and a terminal control means sues the BT wireless communication system to send a power OFF command to the entered mobile communication terminal MS 2, thereby setting the operating state of the mobile communication terminal MS 2 to a power OFF state.
