A foreign gene is transferred into an inactivated virus envelope by the freezing and thawing method or by mixing a surfactant to thereby prepare a gene transfer vector. Also, medicinal compositions for gene therapy which contain this gene transfer vector, kits containing this gene transfer vector and a gene transfer method with the use of this gene transfer vector are provided.
