PROBLEM TO BE SOLVED: To detect the dielectric breakdown of an insulator for rails by utilizing the receive signal of a track circuit for detecting train without using a special detecting device. SOLUTION: A track circuit is formed in rails for train while interposing a rail insulator, and position of a train is detected by using the track circuit. A train detecting device with this structure is formed of a receiver means for receiving the predetermined signal sent to the track circuit and for detecting train of the track circuit and including the predetermined data for specifying the track circuit, a level detecting means for detecting the level of the received predetermined signal, a data extracting means for extracting the predetermined data for specifying the track circuit from the received predetermined signal, and a determining means for determining that the insulator is broken when the predetermined or more level is detected and the predetermined data for specifying adjacent other track circuit is extracted or abnormal data, which can not specify the track circuit, is extracted.
