PROBLEM TO BE SOLVED: To reduce the load of a conventional water treatment device, to increase a treatment speed and to extend the life of a resin or hollow-fiber membranes by changing water supply by the electrolytic action of water by a water flow and a magnetic field to separate and activate water. SOLUTION: In a magnetizing electrolytic water treatment apparatus, a circulating pump (7) is attached to a circulating tank (6) consisting of a sedimentation tank (2) provided with a magnet (1), a suction tank (3) and an inflow tank (5) provided with a magnet (4) and a magnet (9) is attached to a circulating water piping (8) and water is diffused and discharged into the inflow tank 5 by a nozzle (10) to be circulated and activated.
