PROBLEM TO BE SOLVED: To provide a method and an apparatus for producing particles having modified surfaces which enable the production of the particles each having a modified surface and a comparatively small and uniform particle diameter by a simple apparatus and operation in a short time at a low cost. SOLUTION: First a suspension is prepared by suspending solid particles in a liquid in a droplet production and electrofication section 2, secondly droplets are formed by spraying the suspension and the droplets are made to be electrically charged by at least one needle electrode applied with a high voltage, and thereafter the charged droplets are introduced into a modification section 4 through a droplet-feeding section 3 in order to vaporize the liquid in the droplets. Thus, a charged quantity of a liquid molecule is increased to cleave the bond of the liquid molecular and the liquid molecule where the bond is cleaved reacts with the surface of the solid particle, thereby it is possible to introduce at least one substituent on the surface of the solid particle and to chemically modify the particle.
