PROBLEM TO BE SOLVED: To keep stable the head of a crew by making a headrest part hardly turn when supporting the head of the crew with the headrest part. SOLUTION: A headrest frame 20 is formed by overlapping a pair of plate members 21 and 21 composed of cover parts 22 and 23, a connecting part 24 connecting the lower parts of these cover parts 22 and 23 and crimping parts 25 and 26 which have semi-arcuate cross sections and formed inside the mutually opposite upper parts of both the cover parts 22 and 23, and both the crimping parts 25 and 26 are abutted so as to be turnable to the outer periphery of a connecting part 12 of a stay 10 bent and formed to be U-shaped opened on the downside, and the headrest frame 20 is frictionally engaged to the stay 10. The periphery of the headrest frame 20 is covered with a headrest pad 30. Thus, a turning shaft can exist inside the upper part of the headrest part (composed of the headrest frame 20 and the headrest pad 30).
