PROBLEM TO BE SOLVED: To surely turn up and spring up pages irrespective of the turning direction of the pages. SOLUTION: By rotating a pamphlet carrying member 6 or 9 forwards through the forward driving of a carrying motor, a pamphlet 2 is carried forward (left) direction so as to direct to a turning roller 10 in order to turn a page. At the counter-turning or the turning of the page 2a on the pamphlet carrying direction retarding side to its pamphlet carrying direction advancing side, by driving the carrying motor with the driving impulses corresponding to the play in the power transmission system for transmitting the rotation of the carrying motor to the pamphlet after the forward carrying of the pamphlet 2 through the forward driving of the carrying motor, the forward motion of the pamphlet carrying member 6 or 9 can be checked. Accordingly, even when a force applied from the turning roller 10 to the pamphlet 2 acts as a force for forward rotating the pamphlet carrying member 6 or 9 by its play, the pamphlet 2 is held at its certain position by the pamphlet carrying member 6 or 9 under locked state, resulting in realizing the sure turning up and spring up of the page 2a.
