PROBLEM TO BE SOLVED: To provide a copper sheet laminate plate of an epoxy resin having a flame retardant epoxy resin composition having excellent flame retardancy without using a halogen flame retardant and having tracking resistance by its use. SOLUTION: A flame retardant epoxy resin composition is composed of (A) a novolac type epoxy resin, (B) a novolac type phenol resin and (C) a phosphorous compound as essential components, wherein the ratio of (A) an epoxy base of the novolac type epoxy resin to an OH base of (B) the novolac type phenol resin (epoxy group/OH group) is 0.8-1.4, and the content of a phosphorous component of (C) the phosphorous compound is 0.5-5 pts.wt. to 100 pts.wt. in total of components (A), (B) and (C), preferably the flame retardant epoxy resin composition contains 10-200 pts.wt. of aluminum hydroxide and/or magnesium hydroxide as inorganic fillers to 100 pts.wt. of the flame retardant epoxy resin composition.
