PROBLEM TO BE SOLVED: To solve such a problem that lighting/lighting-off of a headlamp is frequently repeated under circumstances where a vehicle with a speed sensitive type headlamp is conducted a stop-and-go driving in a load being congested. SOLUTION: In a state where a lighting switch 6 of a headlamp is when a vehicle speed exceeds the second vehicle speed threshold lower than the first vehicle speed threshold and the acceleration state of the vehicle exceeds a prescribed acceleration threshold, a basic headlamp 21R and L are lighted. Thereby, when the vehicle is put into accelerating operation for shift from a stopping state to a normal speed, the basic headlamp is automatically lighted even at a low speed, and when a stop-and-go driving is conducted, the basic headlamp is controlled not to be automatically lighted and the frequent repeating of the lighting/lighting-off of the headlamp is prevented under circumstances where a vehicle with a speed sensitive type headlamp is conducted the stop-and- go driving in a load being congested.
