PROBLEM TO BE SOLVED: To reduce an operator's burden in the control of an artificial satellite to permit safer and more reliable command operation. SOLUTION: A telemetric command part (TTC) 1 of this artificial satellite 100 is provided with a scheduler means 12a and a command operation distributing means 12b. The distribution time of a system control command is determined by the scheduler means 12a according to the characteristics of sub-systems 2-1-2-n, and the system control command is supplied to each of the sub-systems 2-1-2-n on the basis of the determined distribution time.
