PROBLEM TO BE SOLVED: To reduce a cost, to save a space, to stabilize the punching operation, and to satisfy durability. SOLUTION: This punching device for punching a paper sheet is provided with a rotational body 1 having an eccentrically provided annular groove 11 and to be rotated, and a punch 2 for receiving the displacement operation of the annular groove 11 transmitted through a support pin 21 with the rotational operation of the rotational body 1 and for forming a punched hole by performing the advancing and retracting operation. Therefore, the rotational operation of the rotational body 1 is converted into the linear reciprocating operation of the punch 2 through the support pin 21, and punching is stably performed without making use of elastic force of a compression spring.
