PROBLEM TO BE SOLVED: To provide a technology capable of extremely easy receiving a diluted/ shaken solution. SOLUTION: This method for producing the subject agent comprises an irradiating step wherein an alcohol solution is irradiated with energy, a diluting step wherein the energy-irradiated alcohol solution is diluted with an alcohol solution, a shaking step wherein the diluted solution is shaken, a step wherein dilution of the shaken solution with an alcohol solution and shaking of the thus diluted solution are multiply repeated and a step wherein the diluted/shaken solution obtained by repeating the above diluting/shaking operations is impregnated into a formed material.
