PROBLEM TO BE SOLVED: To provide a heat insulating interior panel for a building capable of significantly reducing construction work for auxiliary structural members and interior finishing work at a construction site and a method for constructing a bearing wall through framing construction work whereby sufficient wall strength can be obtained using the heat insulating interior panel. SOLUTION: The panel comprises structural surface members capable of forming a bearing wall structure when affixed to the indoor faces of structural members such as a pair of columns, a sill girths, girders and beams, and heat insulating material integrally mounted on the backs of the structural members. Mounting pieces for directly nailing the structural surface members to the structural members are formed on both side edges and the top and bottom edges of each structural surface member. The method of construction is achieved by directly nailing the mounting pieces of the structural surface members of the panel to the structural members such as columns, sill girders and girths.
