PROBLEM TO BE SOLVED: To provide an oil lifter capable of smoothly circulating lubricating oil and conducting effective lubrication and cooling of the sliding surface of a shaft seal device by mounting in an oil chamber in a submerged pump. SOLUTION: A guide vane is fixed to the inner circumferential surface of an annular wall 10 so as to form the inclined surface of a rising gradient in the rotation direction of a pump shaft, a flange F2 projecting outward is installed at the lower edge of the annular wall 10, a lateral hole 13b passing through the outside from the inside of the annular wall 10 is perforated near to the lower end back side of the guide vane, and a flange F1 projecting inward is installed at the upper edge of the annular wall 10.
