SOLUTION: A header information generating means 11 generates header information showing information on a communication preparation state corresponding to multiplexing units of signals adaptively to an SDH system or SONET system. A signal generating mans 12 generates a communication preparation signal from a main signal and the header information based on the setting code of the reported communication preparation state.
