PROBLEM TO BE SOLVED: To provide a rocking clutch mechanism, a valve open/close control device and a toilet stool cleaning device which can transmit a driving force of a motor to on output shaft reliably and with stability without being disengaged, even when the load fluctuation may arise in the course of operation from some reason. SOLUTION: The rocking clutch mechanism comprises a connection gear 22 engaged with an output shaft 6 through an output gear 21, a bi-directionally rotatable motor for driving the connection gear 22, and an intermediate transmission section 23 arranged between the motor and the connection gear 22. And the intermediate transmission section 23, which comprises a sun gear, planetary gears 25 and 26, engaging and disengaging gears 31 and 32 which are engageable and disengageable with the connection gear 22 and a rocking link 33, is so constructed to rotate in such the direction that both of the engaging and disengaging gears 31, 32 and the connection gear 22 are interlocked and the force to actuate the rocking link 33 toward the connection gear 22 works, when the engaging and disengaging gears 31, 32 are to be engaged with the connection gear 22.
