SOLUTION: A ratchet claw member is rotated by inserting a pin member in one gap 8A formed by a pin abutting part 4C of the ratchet claw member 4 and the peripheral edge of the pin member fitting hole 8, the ratchet claw is engaged with the ratchet tooth to lock and fix the plunger,.
