PROBLEM TO BE SOLVED: To efficiently use hydrate slurry fuel. SOLUTION: This device is provided with a slurry pump 2 for pressurizing the hydrate slurry fuel by adding a combustible slurry medium to a hydrate, a compressor 5 for pressurizing combustion air, a combustor 3 for burning a mixture by mixing the hydrate slurry fuel with the combustion air, a gas turbine 7 for generating electric power by being driven by mixed gas of combustion gas and steam generated by the combustor 3, an exhaust heat boiler 10 for turning water of the other line into steam by the mixed gas and a steam turbine 13 for generating electric power by being driven by the steam generated by the exhaust heat boiler 10.
