SOLUTION: A cover 16 having a taper a degree of inclination of which is gradually approaching to a center of rotation as is going away from a fixed plane on a plate 15 is placed upon the plate 15, a portion 16a parallel to a outer periphery of a fixed shaft 12 is joined at the remote end from the fixed plane with the plate 15, and a clearance between the parallel portion 16a of the cover 16 and the outer periphery of the fixed shaft 12 is set at no more than 0.2 mm.
