PROBLEM TO BE SOLVED: To efficiently use resources on a common OFDM high speed data channel without a collision in a plurality of remote units (RU). SOLUTION: Since the collision occurs when >=2 RUs 14-18 simultaneously perform transmission by the same frequency, a base station 12 transmits a flag to a down link and reports which one of an arbitration state and a data transfer state is effective to the RUs 14-18. A frequency tone is transmitted to the base station 12 as a data transmission request during the arbitration state by the RUs 14-18 having a data message. The tone frequency is the frequency with an interval for mutually perpendicular crossing so that the base station 12 simultaneously receives whole up link requests. The station 12 establishes the data transfer state in accordance with a received up link requesting signal and aligns up link data messages from the RUs 14-18 by non- interference string.
