PROBLEM TO BE SOLVED: To provide an image reader and an image-forming device, capable of performing variable power processing at variable power rate over a wide range by avoiding cost increase, without having to provide a special image processing circuit. SOLUTION: In this image reader with an original illumination lamp 201, capable of reading image information of an original by moving and scanning the original and an ADF 30 to transport the original to a reading area of the original illumination lamp 201, the reading speed of the original is defined by the relative speed between original transport speed being transport speed of the original by an ADF 30 and movement speed of the original illumination lamp 201.
