Additionally, a control device A5 estimates a heat balance in the evaporator, computes material input quantity free to input to the evaporator in accordance with the estimated heat balance of the evaporator, the material input quantity target value computed by the material input quantity target value computing means A3 is limited, and it is controlled to input a material to the evaporator C2 only by limited material input quantity. Consequently, it is possible to prevent lowering of steam temperature of an evaporator outlet by suddenly inputting a large amount of the material in accordance with an output demanding value to be demanded by the fuel cell to the evaporator.
