PROBLEM TO BE SOLVED: To lighten the load of a network and shorten the time required for collection and delivery of information, with low-cost and high-security. SOLUTION: A server 100 which sends communication block at least containing respective addresses of relay client 400, clients 6001-600n, to relay client 400 via Inter net 200. Each of relay client 400 and client 6001-600n not only receives information from delivery communication block, but also circulates communication block set with delivered results to the next client The last delivered client 600n sends the delivery communication block to the relay client 400, the relay client 400 relays the delivery communication block to the server 100.
