PROBLEM TO BE SOLVED: To provide a multi-purposed energy saving thawing heat storage system capable of adapting to complicated thawing measures such as antifreezing and preheating time interval upon interruption of a power supply of thawing electric power in winter snowfall, and provide a thawing/cooling system utilizing underground and air heat capable of cooling in summer and of thawing in winter through a heat pump, where effective use of heat storage property of underground heat is intended, and there is used an ammonia refrigerant that is spontaneous actuation medium using further air heat. SOLUTION: A thawing heat storage system consists of a heat pump 20 of an air heat source including a heating tower 10, a compressor 11, a latent heat exchanger 12 that forms a heat storage brine heater, a condenser 14 for forming a thawing brine heater, an expansion valve 16, a heat storage pipe 13, a thawing pipe 15, and a brine supply passage 18.
