PROBLEM TO BE SOLVED: To reduce defects by avoiding antenna effect while suppressing drop of integration level as well as increase in labor and time required for circuit design. SOLUTION: Relating to a standard cell semiconductor integrated circuit, the right side of the long and short dash line is a cell region inside a ship. The left side is a non-used region between the cell region and an I/O region, where no integrated circuit pattern of a diffused layer is designed as a base material. The integrated circuit pattern of diffused layer for avoiding antenna effect is provided in the non-used region.
