PROBLEM TO BE SOLVED: To provide a cleaning and processing method dispensing with processing of sand and a process for returning sand to a sea bottom during the separation processing process of muddy water and capable of efficiently performing the cleaning processing of sea bottom muddy sand. SOLUTION: A box 3 having a lower face opening is attached to the edge of an arm 2 capable of derricking motion and right and left swing, an agitating wing 5 scraping up a muddy sand layer A in the inside of the box 3, a pontoon 1 having a pump 6 connected to the inside of the box 3 is used, the agitating wing 5 is rotated in a state that the box 3 is put on the muddy sand layer A, which is scraped up in the box 3 to be agitated, muddy water produced in the box 3 is sucked by the pump to return only sand to the sea bottom, and sea bottom muddy sand is cleaned and processed by the right and left movement of the box 3 and the advancement of the pontoon 1.
