Round bars (6) are successively rolled through first and second roll passes (P1, P2). Each roll pass is defined by a pair of work rolls (18, 20) having cylindrical rolling surfaces (22) with notches (24) therein extending transversely and obliquely with respect to the rolling line (R1), and with the roll axes defining the second roll pass (P2) being offset at 90 with respect to the roll aes defining the first roll pass (P1). The first pair of work rolls (18) is arranged to configure the round bar into an intermediate process (8) section having flat parallel first sides (14) with first ribs (14a) protruding therefrom, and the second pair of work rolls (20) is arranged to reconfigure the process section into a finished concrete reinforcing element (10) having flat parallel sides (16) which are perpendicular to the first parallel sides (14) and which have second ribs (16a) protruding therefrom.
