PURPOSE: A method for controlling a CPCH(Common Packet Channel) and a channel structure therefor are provided to perform an emergency stop of message transmission, without the generation of interruption between signals in cell overload. CONSTITUTION: One of the first control command and the second control command is mapped with a DL-DPCH(Down Link-Dedicated Physical Channel) and transmitted. The first control command is for transmitting a message in an upper layer. The second control command is for stopping message transmission through a CPCH(Common Packet Channel). When the second command is transmitted, a power control command for lowering the power of a mobile station is transmitted. The mobile station operates the CPCH according to each transmitted control command.
