PROBLEM TO BE SOLVED: To provide a universally swinging arm type scaffolding device used for the inspection and repair for the interior of a tank without installing footings of the assembly type in the cargo tank of an LNG vessel. SOLUTION: A universally swinging type scaffolding device used for the inspection and repair for the interior of the cargo tank of the LNG vessel is provided with a base section fixed on a hull deck around a top opening section of the cargo tank of the LNG vessel, a supporting section connected with the base and inserted from the opening section into an internal space of the cargo tank and an expanding and contracting arm section connected with the end of the supporting section, adjusting freely the angle between the supporting section and the arm section by being rocked in a face including the supporting section and swinging in the face crossing the supporting section and a working bed provided on the end of the arm.
