PROBLEM TO BE SOLVED: To provide a method for making, filling and packaging a self-standing bag, and its apparatus in which a hem of a bottom portion and its seal portion are formed before the folding operation to form the bottom portion of the self-standing bag, the deformation of a cylindrical packaging film is suppressed around a filling means, and the filling efficiency is improved. SOLUTION: A pair of hem seal portions 17 corresponding to an edge of the bottom portion of the self-standing bag are formed in the cylindrical packaging film 12 when traveling from a circular cylindrical portion 24 of a charging cylindrical body 2 to its section-changing cylindrical portion 25. The cylindrical packaging film 12 passing through the charging cylindrical body 2 is largely folded by a folding means 6 at an intermediate position of a pair of the hem seal portions 17 to form the bottom portion of the self-standing bag. Since the deformation of the cylindrical packaging film 12 before forming the hem seal portions 17 is smaller than the deformation by the folding, no unreasonable force is applied to the cylindrical packaging film 12, the sectional deformation of the charging cylindrical body 2 is also small, and the filling efficiency is improved.
