PROBLEM TO BE SOLVED: To provide a seat collar and a bicycle using it capable of preventing occurrence of a flaw in a seat post caused by a vertical motion of the seat post, corrosion caused by the flaw and lowering of a tightening torque to the seat post. SOLUTION: In a bicycle having an adjusting mechanism of saddle position for adjusting the height position of a saddle 2 by fixing a seat post 3 by tightening the seat post 3 inserted in an upright pipe 1 with a seat rag 4, the seat collar made of plastic is fitted on the seat rag 4. The seat collar 6 is involved between the inner peripheral surface of the upright pipe 1 and the outer peripheral surface of the seat post 3, has a cylindrical base part 7 wherein a slit 7a corresponding with a split part 4a of the seat rag 4 and extending to an axis direction is formed, and a cover part 8 wrapping the seat rag 4.
