PROBLEM TO BE SOLVED: To prevent a leakage of a fluid by holding a pellet fine particle pow der by a shutter component, in a state in which a shutter is closed in a condition in which a shutter part between containers having an atmospheric pressure difference is pellet transferred. SOLUTION: An openable and closable shutter cover 10 for blocking a communicating hole 15 between containers 8 and 9 having an atmospheric pressure difference is provided at a high pressure chamber 8 side between the containers 8 and 9. The cover 10 has a clearance to a mating sealing surface 24 of the hole 15. A groove 15 is provide on the cover 10 between mating sealing regions or on the periphery of the hole 15. A high pressure fluid can be injected from the groove between the sealing surfaces in a short time.
