PROBLEM TO BE SOLVED: To obtain a pressing and winding cutter which can eliminate a danger to damage an optical cable inside and which is excellent in workability. SOLUTION: Since the pressing and winding cutter 1 has a spring load clip structure formed of a cutter support arm 3 mutually opened or closed around a hinge pin 4 and a main body arm 5, in a state that an optical cable 16 that the pressing and winding part is exposed by pairs of grasping grips 7, 8 is clipped by the spring force of a spring means 6, by only one turn of the pressing and winding cutter 1 around the optical cable, the cutter blade 11 having the cutting edge of the cutter means 2 detachably fixed to the cutter support arm 3 cuts the exposed pressing and winding part. The damage of the optical fiber can be surely prevented by a blunt face with a round point 13 of the cutter means put in the under face of the pressing and winding tape from the longitudinal side edge of the tape.
