PROBLEM TO BE SOLVED: To prevent ink from leaking out from a space between the peripheral wall and a stencil base paper. SOLUTION: A squeegee roller 23 is built in a plate cylinder having an ink impermeable non-open hole section 123 around an ink permeable open hole section 121, and being equipped with the peripheral wall 7 on which the stencil base paper 127 is wound. Then, a printing is performed by this stencil-printing device while carrying a printing paper by pinching the printing paper between the plate cylinder and a rear-pressing roller. In such a stencil printing device, on the non-open hole section 123 which is on the inner peripheral surface side of the peripheral wall 7, a protruding section 125 is provided, and the thickness (t2) of the non-open hole section 123 is made thicker than the thickness (t1) of the open hole section 121. Thus, the pressing force which is applied to the peripheral wall 7 and the stencil base paper 127 by the pinching with the squeegee roller 23 and the rear pressing roller becomes larger on the non-open hole section 123 side. Therefore, the spreading of ink stops within the range of the open hole section 121, and an ink leakage is prevented from being generated from a gap between the outer peripheral surface of the non-open hole section 123 of the peripheral wall 7 and the stencil base paper 127.
