PROBLEM TO BE SOLVED: To provide a resin coated metal base material effectively prevented from the generation of a pinhole and/or crack in the resin layer or film applied to a metal base material and capable of realizing excellent corrosion resistance and the quality retention (e.g.; flavor retention) of content and a container containing the same in at least a part thereof. SOLUTION: The resin coated metal base material includes at least the metal base material, the polyester resin composition layer arranged on at least one surface thereof and the topcoat layer arranged on the resin composition layer. The composition layer comprises a resin composition (I) containing a polyester resin (A) and a vinyl polymer (B) containing 1 mass % or more of a unit having a polar group and further containing a radical inhibitor.
