PROBLEM TO BE SOLVED: To provide a cutting device using a cutter to quickly and positively cut a packaging material on the peripheral face of a roll. SOLUTION: The cutter 7 is moved along the end face of the roll 1 outward to the radial direction, the packaging material 1c protruded on the peripheral face is lifted up, the cutter 7 is swung around its end to be inserted between a peripheral face packaging material 1b and a sheet, and then the cutter is moved to the axial direction of the roll for cutting the peripheral face packaging material 1b. In these processes, the cutter 7 is slowly moved before the cutter 7 is swung and inserted between the peripheral face packaging material 1b and the sheet. Th cutter is therefore prevented from sticking through the packaging material 1c and positively inserted between the peripheral face packaging material and the sheet and then the cutter 7 is moved faster for quickly cutting the peripheral face packaging material 1b.
