PROBLEM TO BE SOLVED: To perform taping on the end part of a long material on a winding roll while eliminating the slack of a film material wound around the winding roll. SOLUTION: A tape magazine 62 temporarily affixes only part of a tape 114 on a tape receiving base 68. The rest of the tape 114 which is not affixed on the tape receiving base 68 is affixed on the end part of the long material on the winding roll 10 and strongly pressed against the winding roll 10 by a tape pressing roller 70. Part of the tape 114 is removed from the tape receiving base 68 by rotating the winding roll 10 and, the rest of the tape 114 is affixed on the winding roll 10 at one stroke while the tape 114 is being pressed against the winding roll 10 by the roller 70.
