PROBLEM TO BE SOLVED: To provide a lug twisting jig and a lug twisting device that both can quickly twist a multitude of lugs into a given angular position via a simple structure. SOLUTION: The lug twisting device has the lug twisting jig 100, a cylinder unit 200 and a pneumatic pump 300. The lug twisting jig 100 comprises a lug twisting bit 10 with a holding portion 10a, a push pipe 40 movable axially by a supply of air from the pneumatic pump 300, a cam cylinder portion 30 where part of the push pipe 40 is rotatably inserted, and an inner cylinder portion 20 inserted axially rotatably in the cam cylinder portion 30. The cam cylinder portion 30 has an inclined cam 31 inclined against the axis, and the inner cylinder portion 20 has a guide 20a parallel to the axis. An end of the push pipe 40 is fixedly mounted with a cam pin 70 movable along the inclined cam 31 and the guide 20a. The inner cylinder portion 20 and the lug twisting bit 10 are fixedly interconnected via a shaft 11.
